Amy Mitchell, CPRP

Director of Parks and Recreation


Amy is from Birmingham, AL, but moved to Middle Tennessee when she was young.  She lived at the softball fields growing up and remembers going to many Metro Parks as a child which influenced her love of parks and recreation.

Amy earned her B.S. in Recreation Administration from Western Kentucky University, while being named the school's Most Outstanding Female Recreation Student in 1998, and began working for the City of White House as a Recreation Supervisor.  She went on to work for the City of La Vergne as a Program Coordinator.

She began working for the City of Goodlettsville as its first Superintendent of Recreation in 2006 and managed the Recreation Division of the department.  She was named Interim Director in the spring of 2010, then was appointed the Director of Parks and Recreation in March of 2011.

Amy is a Certified Parks and Recreation Professional, serves on the Board of Directors for the Tennessee Recreation and Parks Association (TRPA), is a past member of the Mt. Juliet Parks Advisory Board, and has received honors from TRPA including the 2007 Distinguished Young Professional and the 2008 Maynard Glenn Award for Most Outstanding Recreation Program of the year.

Amy enjoys developing programs and facilities that allow people to engage socially, that help in developing or recognizing skills, and most importantly; that are memory makers.

Amy lives in Mt. Juliet with her husband and three children and visits Disney World as often as possible.  When not planning her next trip, she is often found at a concert, watching her kids perform in theatre, or finding some kind of adventure to go on.

Jack Presley, CPRP

Superintendent of Parks


Jack is a Goodlettsville native and grew up in the park system playing baseball. 

Jack started working for Goodlettsville Parks and Recreation in 1989 as a summer employee.  He has since gained over 26 years of experience in the field through his positions of Utility Worker, Field Supervisor, and Superintendent of Parks. 

As the Superintendent, Jack is responsible for the management of all parks and facilities that fall under the responsibility of the department.  He takes great pride in the appearance and playability of the athletic fields at Moss-Wright Park, but has experience in not only turf-grass management, but playground safety, park maintenance, and park management as well.

Jack loves what he does because it provides him many opportunities to learn and challenges to overcome.  He is a Certified Parks and Recreation Professional through NRPA and has held certifications in playground safety and pesticide application.

He lives in the area with his wife and has two grown children and enjoys hunting and going on mission trips in his spare time.

Sarah Jennings, CPRP

Superintendent of Recreation


Sarah Jennings was born in Asheville, NC and moved to Greeneville, TN at the age of six where she ultimately discovered her passion for the parks and recreation field.  Assisting her mother with swim lesson instruction at the YMCA beginning at a young age, she developed a love for serving people that wold not only impact, but guide her career goals for the future.

Sarah earned a B.S. in Recreation and Leisure Management from East Tennessee State University in 2012.  After several years of working in the parks and recreation field, Sarah began seeking new challenges to encourage professional growth and as a result, she is currently enrolled in the Parks, Recreation, and Tourism Management Master's Degree program online through Clemson University with an anticipated graduation date of May 2019.

Sarah began her career with the City of Goodlettsville Parks and Recreation Department in November 2018 when she was hired on as the Superintendent of Recreation.

Prior to working for Goodlettsville Parks, Sarah served as a lifeguard and pool manager for the City of Greeneville, a recreation worker and program coordinator for the City of Johnson City, and most recently as the Director of Parks and Recreation and Public Relations for the Town of Unicoi.  Sarah is certified as a parks and recreation professional through the National Recreation and Parks Association.  Additionally, she is a member of both the Tennessee Recreation and Parks Association and the National Recreation and Parks Association.

Sarah resides in the area with her husband and two dogs.  In her free time, she enjoys spending time boating at the lake, walking her dogs, and is an avid University of Tennessee football fan.  Sarah takes pride in generating positive impact on the community through leisure services and is excited to be a part of a community that truly understands the value of recreation.

Robbie Brigham, CPRP

Recreation Supervisor


Robbie started his career in parks and recreation working for the Lafayette Parks and Recreation Department in Indiana during summers while in college at Indiana University.  He then completed an internship with Williamson County Parks and Recreation and graduated with a B.S. in Recreation in 2007.

He began his career with Goodlettsville Parks and Recreation in October 2007 as a Program Coordinator and has been a Recreation Supervisor in the department since 2010.  Robbie is a Certified Parks and Recreation Professional as well as a Certified Pool Operator.

Robbie enjoys his work because providing safe and enjoyable recreation activities for the local community is very rewarding.  He believes there is not many things better than seeing the joy kids and adults get from the fun activities that the department is able to provide.  "Those special moments created at our activities and events will last for a lifetime."

Jennifer Spillers

Recreation Supervisor


Jennifer Spillers is a Recreation Supervisor int eh Parks and Recreation Department and has been employed by the City of Goodlettsville in various roles for over ten years.

In her current position, Jennifer plans programs and events for people of all ages, but had devoted the last few  years to an area of passion for her - senior adults.  The senior adult program thrives under her leadership and has become a place of importance for many people in the community.  Jennifer is also involved in many of the special events that the city conducts including Halloween In the Park, Tree Lighting Ceremony, Mother and Son Night, and the Daddy Daughter Dance.

Jennifer is a member of Tennessee Recreation and Parks Association and will serve on its Board of Directors in 2018.  Jennifer understands the role of Parks and Recreation and the positive impact she can make on people's lives by providing recreational opportunities.

Jesse Proctor

Parks Crew Leader


Jesse Proctor is a Crew Leader in the Parks and Recreation Department and has been employed by the City of Goodlettsville for eight years.  He began working in 2010 as a part-time employee and worked his way up to a full-time Utility Worker and then to Crew Leader.

"My job is great.  The thing I love most is seeing everyone enjoying the park.  My crew and I work hard to keep it the best that we can."

Jesse is a fair and consistent leader and makes a positive impact on people's lives by providing clean, safe, and well-groomed parks.

Wanda Hutchison

Parks and Recreation Administrative Assistant


Wanda is a local to Goodlettsville and graduated from Goodlettsville High School in 1976.  She started working for the City of Goodlettsville in 1993 at Pleasant Green Pool during the summer months.  All three of her children and five of her grandchildren took swim lessons at the pool.

The reminder of the year, Wanda worked at the Delmas Long Community Center at night and on weekends until her retirement from Metro Schools when she accepted the position of Administrative Assistant with the department.

Wanda is the one you call to make reservations for shelters or facilities.

She continues to live in Goodlettsville and is married and is the mother of three, and grandmother to eight children.
